The G.I.E. Perles de Tahiti – a non-profit economic interest group promoting Tahitian Pearls and their by-products around the world organized a grand Pearl Jewellery Contest recently at Beirut, Lebanon. It has also linked with renowned Lebanese fashion designer – Fouad Sarkis to create outfits inspired by and incorporating, Tahitian black pearls and mother of pearls.

This is G.I.E. Perles de Tahiti’s first venture outside Europe where it had already partnered with famous designers.

Sarkis presented his Winter 2002 Collection in the lavish gardens of a 19th century Oriental palace where a dinner was hosted for Lebanese and Middle Eastern VIP’s who were then treated to a trendy Fashion Show.

Lebanon was chosen because it is the fashion Capital of the Middle – East and the country which produced the most number of winners in a recent G.I.E. Perles de Tahiti International Tahiti Pearl Design Competition. Lebanon emerged with nine international awards in various categories, ahead of the United States, Brazil and France. The contest invited pearl jewellery in a head-ti-foot range in ten different categories.

GIA Trade Alert Warns About Color change in Gems

The Gemological Institute of America (GIA) has issued a trade alert, warning that irradiation processes being used by the U.S. Postal Service to eradicate anthrax spores and other biological agents in the mail may affect the appearance of certain gemstones.

Irradiation Utilized Internationally:
The irradiation system involved is manufactured by SureBeam Corp. of San Diego, California. SureBeam, which is a subsidiary of Titan Corp., originally developed its equipment to kill pathogens in food, such as salmonella. But, according to the GIA research team, SureBeam’s linear accelerator generates a type of ionizing radiation that is often used intentionally to change the color of some gemstones. Using data supplied by SureBeam, GIA subjected 16 different gem materials to doses of irradiation that are similar to those being used by the Postal Service. The researchers added to the group a 14-karat yellow gold ring, to reassure the industry that gold jewellery would not retain any residual radioactivity from this process. The samples were packaged in the same manner that GIA routinely uses to ship gems from its Gem Trade Laboratory. Because gemstones are often shipped through the mail more than once, some samples were scanned just once, another scanned twice, and the third scanned four times.

Dramatic Change in Color:
After they retrieved the packages, the researchers first checked for the presence of residual radiation. No residual radiation was detected. Nonetheless, all of the gems other than diamond showed a dramatic change in color. Among the gemstones the showed a color change were kunzite, morganite, saltwater and freshwater cultured pearls, quartz, sapphire, tourmaline and zircon.

The GIA researchers noted that there are many other gem materials that might be affected by this process, and the same gem materials from different localities or with chemical or structural differences may respond differently.

The U.S. post office is currently scanning only a small portion of the mail and only letters and flat envelopes. According to John Dunlap, head of the USPS department that is overseeing mail sanitization operations, “Probably nothing will be done to packages that are sent registered or certified (the preferred method for the jewellery industry), since we now require information from the sender.”

GIA also contacted the U.S. Customs Service, Brinks, Malca Amit, UPS, and FedEx ot see if they were currently using sanitization procedures or had plans to do so. They all stated that no irradiation procedures were being used or were planned at this time.

De Beers Signs $ 4bn. Diamond Trade Agreement With Russia's Akosa

De Beers and the Russian diamond producer
Alrosa, have signed a new five-year $ 4bn. trade agreement, providing for rough diamond sales to De Beers of $ 800 m. a year over the duration of the contract.
The agreement was signed on December 17, 2001 in the Russian Republic of Sakha (Yakutia), by Nicky Oppenheimer, Chairman, and Gary Ralfe, Managing Director, on behalf of De Beers and Vyacheslav Shtyrov, President, on behalf of Alrosa. It was signed in the presence of Alexei Kudrin, Deputy Prime Minister and Minister of Finance of the Russian Federation.

Vital Importance for Rough Producers:
De Beers believes the agreement will ensure continued confidence and enhanced efficiency in the world diamond market, particularly in the current economic climate. That reassurance is important not only to the consumer and the world diamond industry, but especially to the Governments of Botswana, Namibia and South Africa. These major producing nations depend on a strong international market in rough diamonds to support their mines, their employment and the health of their economies and currencies and to meet their further development needs.
The agreement will provide a guaranteed source of income to the Republic of Sakha (Yakutia), whose economy is also dependent on its diamond revenue.
For Alrosa itself the contract can be leveraged on the international capital market to fund the planned redevelopment and expansion of its diamond mines. De Beers will continue to provide technical cooperation to Alrosa to assist in the conversion of its mines from open pit to under-ground.
The agreement, the latest in a relationship between De Beers and the Russian diamond industry dating back more than 40 years, is not an exclusive export contract, but covers about 50 per cent of Alrosa's annual production of rough diamonds. $500 million will be run-of-mine and $300 million an export assortment. The remaining 50 per cent will be available to supply Russia's own growing cutting industry.

EC Clearance for Europe:
Under European competition rules, the trade agreement will be notified to the European Commission for clearance early in 2002. Having been granted clearance for its retail enterprise with LVMH (Moet Hennessy Louis Vuitton), De Beers continues to work closely with the Commission on its 'Supplier of Choice' strategy. It is committed to addressing any concerns that the Commission may have about the new trade agreement.
In the meantime and with the benefits to the industry in mind, De Beers and Alrosa have established an interim framework within which they will continue to trade on a 'Willing Buyer, Willing Seller' basis.

Double Benefit to Russia:
Speaking in Yakutsk, the Deputy Prime Minister of Russia and Minister of Finance - Kudrin, welcomed the agreement on behalf of his Government. "Russia supports the continuation of the trading relationship between Alrosa and De Beers which will be of great benefit to the
Russian diamond industry in particular and to the Russian economy in general. It should also contribute to increase investor confidence in the Russian Federation."
Vyacheslav Shtyrov also welcomed the agreement and stressed that it was especially important to the financial stability and economic development of the Republic of Sakha. "It will provide Alrosa with guaranteed hard currency revenue, the security to obtain credits from Western financial institutions and give Alrosa access to De Beers' technical expertise in underground mining. All this will help Alrosa maintain and increase its production in the years ahead."

De Beers' Chairman - Nicky Oppenheimer said that it would enable De Beers to continue to provide its clients with the full assortment of diamonds - "to which Alrosa's supplies make such an important contribution". Under the new Chinese policy, which will go into effect in early 2002, taxes levied on rough diamonds which are currently set at 41%, and on polished diamonds at 33% nowwill be cut to a uniform 17% Value-Added Tax (VAT).
Import tariffs will be eliminated. The 10 % consumption fee will be reduced to 5% and shifted from diamond processors to retailers. However, diamonds directly entering or traded in the Shanghai Diamond Exchange are to be exempted from Value-Added Tax (VAT).
The new policy was announced during a symposium, held in Shanghai on November 15, and hosted by the Shanghai Diamond Exchange Administration (SDEA) and the Antwerp Diamond High Council (HRD).
The strategic review must be seen in the framework of China's membership of the World Trade Organization (WTO) recently. Further, the measure is expected to discourage diamond smuggling, creating a healthy environment for the development of the diamond trade.

Chinese Ambitions:
The symposium was attended by the Vice Mayors of Shanghai and Antwerp, around 100 Chinese retailers, Exchange and Government officials and representatives of HRD, the Antwerpse Diamantbank and Belgian diamantaires.
"We are here to spread a clear message to the international diamond world. A message saying that Shanghai and the People's Republic of China are already, and want to I become even more, a strong I player on the international I diamond scene", said Paul I Goris, General Manager ' of the Antwerpse Diamantbank in his address.

HRD Co-operation:
"China is expected to be one of the major markets for diamond consumption in the coming decade. As such, there are important opportunities for Antwerp diamond companies", said HRD's Managing Director - Peter Meeus. "In order to strengthen the relation between our industries, HRD will start close co-operation in the field of education and certification", he added.

Aquamarine is one of the best-loved of all gemstones. It is admired for its qualities of purity (lack of inclusions) and fine blue shades, which create a feeling of affinity with nature, evoking the eternal colours of sky and sea. The almost uncannily pure blues of aquamarine are known to inspire in people feelings of love and friendship, and jewellery designers never cease to be fascinated by the qualities of this wonderful gemstone.

According to ancient tradition, aquamarine was to be found in the treasure chests of mermaids, and it has long been regarded as a lucky stone for sailors. Indeed its very name is derived from the Latin "aqua" (water) and "mare" (sea). Aquamarine has also long been held to favour a happy marriage and to bring health, wealth and happiness to the woman who wears it.

Aquamarine belongs to the same gemstone family, beryl, as emerald, with a hardness of 8 on the Mohs scale. Unlike emerald however, which is rarely found to be free of inclusions, aquamarine is usually clear and free of inclusions. The element which gives aquamarine its colour is iron, and depending on the amount of iron present in the crystal, the colour can vary from the palest blue to a deep sea blue. The more intense the colour of an aquamarine, the more it is admired and the greater is its value. Furthermore, an intense sea-blue colour seems to emphasise the immaculate transparency and wonderful shine of this gemstone.

Aquamarine is found mainly in Brazil, but considerable deposits are also found in Nigeria, Zambia, Mozambique and Madagascar. The Santa Maria mine in Brazil is the source of many of the finest examples of rare, intense blue aquamarine. Africa, notably Mozambique, has also yielded some very fine specimens of aquamarine, but not in the same quantities as Brazil. Gem cutters and jewellery designers never cease to be fascinated by the many qualities of this wonderful gemstone, and indeed aquamarine is often the gemstone of choice for those who wish to create new designs for an ever more demanding market.
